The Ministry of Energy has reaffirmed that all activities involving petroleum and petrochemical materials in Saudi Arabia must obtain the required licenses from the ministry, in accordance with the latest regulatory framework governing the sector.
This requirement is based on the Law of Petroleum and Petrochemical Products, issued under Royal Decree No. (M/139) dated January 12, 2025, which replaces the previous Law of Trade in Petroleum Products. The updated legislation aims to ensure the security and reliability of petroleum and petrochemical supplies while strengthening oversight across the entire value chain.
According to the ministry, the law seeks to raise compliance levels, reduce violations, and maximize the value of raw materials by advancing them to higher stages of production. It also safeguards the interests of consumers and licensed operators, while supporting national energy objectives aligned with Saudi Vision 2030.
The licensing requirement applies to a wide range of activities, including sales and purchasing, transportation, storage, usage, import and export, as well as packaging and processing of petroleum and petrochemical products. All entities operating in this sector are required to secure licenses in line with the law and its executive regulations.
The ministry emphasized that the legislation forms part of broader efforts to regulate petroleum and petrochemical operations comprehensively from the source through to the end user ensuring a more transparent, compliant, and sustainable energy sector.
