The Ministry of Human Resources and Social Development (MHRSD) has announced new Saudization measures targeting engineering and procurement professions, aiming to increase Saudi participation in the labor market and create high-quality job opportunities across key sectors.
Under the first decision, the ministry has raised the Saudization rate for engineering professions to 30%, alongside increasing the minimum wage to SAR 8,000 in the private and non-profit sectors. This regulation will come into effect on December 31, 2025, and applies to establishments with five or more employees working in 46 specified engineering roles, including architect, industrial engineer, and power generation engineer. In a second decision, the ministry increased Saudization to 70% for procurement professions within the private sector, effective November 30, 2025. The regulation applies to establishments employing three or more workers across 12 key procurement roles, such as procurement manager, contracts manager, purchasing specialist, and warehouse keeper. Employers are granted a six-month preparation period before enforcement.
The ministry stated that these measures aim to enhance the work environment, expand employment opportunities for Saudi nationals, and increase local participation in strategic and specialized professions.
