What’s Changing?
Under the new regulatory framework:
The Qualified Foreign Investor (QFI) requirement has been completely removed, allowing all foreign investors to invest directly in the Saudi capital market without prior eligibility criteria.
- Previous limitations, such as regulatory swap agreements requiring indirect exposure to securities, have also been abolished.
- The goal is to expand and diversify Saudi Arabia’s investor base, attract more international capital, and enhance market liquidity in the kingdom’s main exchange.
International investors already hold significant stakes in the Saudi capital market, exceeding SAR 590 billion (~USD 157 billion) by the end of the third quarter of 2025, with around SAR 519 billion in the Main Market alone up from SAR 498 billion in 2024.
